Efficient mobility requires not only well-developed road and rail infrastructure, but also a smooth flow of information between infrastructure operators, transport companies, private providers and transport users. We contribute to this with the following mandates from the FOT and FEDRO:
FOT mandate: Customer Information Plus (SKI+) system task
Based on Article 37 of the Railways Act, the Federal Office of Transport (FOT) has commissioned SBB Infrastructure with the customer information system task. As part of this system task, the FOT has been commissioning a portal for the open publication of public transport data since 2016. In 2021, the FOT commissioned the SKI+ office with the following temporary extensions to the customer information system task:
- Publication of data linking public transport with other services
- Publication of neutral routing information independent of transport companies
The contract can be found here (in German only); for SKI+ tasks, see the appendix. According to the Railways Act, the planned uncovered costs for fulfilling the system tasks will be financed by the Rail Infrastructure Fund (RIF). As part of this temporary extension of the system task of customer information, the SKI+ team operates the Swiss Mobility Open Data Platform opentransportdata.swiss and the Open Journey Planner (OJP) in collaboration with partners/suppliers.
opentransportdata.swiss
The platform serves as Switzerland’s national access point and enables the searchability and accessibility of mobility data in Switzerland. Data sets and interfaces are published here. The showcases feature applications that have already been implemented using various data sets.
Open Journey Planner
The OJP system serves to fulfil the FOT’s mandate for a non-discriminatory and intermodal router that can be controlled via an interface that complies with the OJP standard. The OJP system is intended for use in the development of end customer applications. Direct contact with customers and their data remains with these end customer applications.
In addition, and against the backdrop of the implementation of the future MODI (see Vision for the Future), SKI+ publishes uniform (interface) standards on behalf of the FOT in order to make a positive contribution towards harmonising the mobility system landscape. For further information, see ‘Big Picture’.
FEDRO contract: Traffic Data Platform (VDP)
Based on the Road Traffic Act (SVG 57c), FEDRO has developed the Traffic Data Platform (TDP) with the aim of collecting and disseminating mobility data from FEDRO, as well as from cantons, cities and private organisations. This should enable the development of intelligent mobility services, more efficient and safer use of transport infrastructure, and, in the long term, the networked mobility of the future.
The TDP has been in operation since April 2020 and is a first step towards a National Access Point (NAP) based on the European model for the exchange of road traffic data. In order to collect and disseminate traffic data from ASTRA, as well as from the cantons, conurbations and private organisations, ASTRA is working with all mobility stakeholders in Switzerland and at European level with the aim of increasing safety and traffic flow for all road users and enabling networked and automated mobility.
The platform currently offers the following real-time data:
The provision and transmission of road traffic data via the TDP is being continuously expanded. All interested parties – authorities, planners, media, private individuals, entrepreneurs, scientists, etc. – can obtain the data and use it for their own purposes. To ensure that the TDP can enrich the entire mobility system, users are required to send back data if they offer a commercial product based on the data obtained. All data is then made available to all users. The whole system is based on reciprocity, i.e. the principle of mutual data sharing. Where necessary, the work is coordinated with the development of MODI, as the TDP is to be gradually integrated with MODI.
Vision for the future Mobility Data Infrastructure MODI
On 14 May 2025, the Federal Council adopted the dispatch on the Mobility Data Infrastructure for submission to Parliament (media release). It aims to facilitate the exchange and networking of mobility data with the state Mobility Data Infrastructure (MODI). Networked data enables transport services to be operated optimally and promotes innovative mobility solutions.
The Open Data Platform Mobility Switzerland opentransportdata.swiss, the Open Journey Planner and the Transport Data Platform will be incorporated as components into this future MODI mobility data infrastructure. Another key element is being developed by the Federal Office of Topography swisstopo: the Transportation Network CH – as a national geodata infrastructure for mobility – is creating a system for the spatial referencing and linking of mobility data. Parliament is now debating the bill and will decide on the exact content, organisation and financing of MODI. The law is expected to come into force in 2027, and MODI will be developed gradually and in line with needs from 2028 onwards.
